She is a widely recognized expert in construction damages and has provided expert testimony before federal and state courts, boards of contract appeal, and alternative dispute resolution panels.
Sam has more than 30 years of experience in construction damages, auditing, project accounting, federal contracting, and litigation support. Her background as a performance and compliance auditor provides a unique perspective in evaluating complex construction claims and damages. She specializes in the allocation of project and corporate indirect costs, contractor compliance with the Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS), delay damages, daily overhead rates, and unabsorbed overhead claims, including the application of the Eichleay formula.
